The only way to fix it is to purge the data.
It looks like there might be some kind of compatibility issues with old steam cloud data for the game. I also found this recent article for any previous owners that seem to be having issues similar to what I described above: Error Message: Torchlight game executable has stopped working. I just tried to install it again and it seemed to work out of the box this time. I think they do have a demo, so you might want to verify that that works first. and create a mod collection in Steam to download and play all together. I don't know if they've fixed it or not, or if it was just me. If you are into Diablo-like games (Action RPGs), Torchlight 2 is the way to go.
